CDR-PoEt – Policy and Ethics of CO2 Removal

The CDR-PoEt project examines policy instruments for carbon dioxide removal (CDR) from the atmosphere and their fairness implications – based on accepted policy principles and stakeholder deliberations.
Through interviews and workshops, Risiko-Dialog brings the perspectives and experiences of societal stakeholders from Iceland, Germany and Europe to a case study on Direct Air Capture and Storage (DACS). In addition, Risiko-Dialog advises the project partners on their stakeholder engagements, based on its own experiences with stakeholder engagements around CDR and the expansion of renewable energies in Switzerland.
The CDR-PoEt research project, funded by the German Federal Ministry of Education and Research, focuses on exploring potential policy instruments for carbon dioxide removal (CDR) and their fairness implications. Specifically, the project examines the economic, socio-cultural, and institutional feasibility of CDR in five work packages. These studies serve as the basis for policy recommendations at the local and (inter)national levels.
In doing so, CDR-PoEt refers to recognized policy principles in the elaboration of concrete policy options and takes into account views of key stakeholders, which are incorporated into all research steps through a deliberative process of public deliberation: the identification and formulation of governance (government) principles, the operationalization of evaluation criteria, the definition and assessment of CDR policy instruments, and scenarios for a fair distribution of responsibility for CDR implementation.
